The decision to create a library district needs financial, legal, and management support that goes beyond annual plans of service or even strategic planning. While forming a library district is one way to fund public libraries, it also creates a new local government unit with all of the budget, facility, personnel, and legal issues that face municipalities. Every library leadership team needs to understand not only the short-term tactical issues of establishing a district but also the long-term feasibility of maintaining a thriving district. This session will highlight the three essential aspects of undertaking district formation and provide insights and examples from other successful - and cautionary - projects.
